I was invited by Mr. Shan Malar to attend his program on 18th September 2016 held at Arulmigu Lobak Balathandayuthapani Temple. 

This is an amazing program which included Thirumurai, Panja Puranam and Speech Competition.

I feel very honored to be invited to attend this program and am very proud to be associated with an individual like Mr. Shan who is so passionate in helping our school children and being 75 years old proved not to be a barrier for him to do all the amazing work for our community.

I will try my level best to continue supporting programs like these in any way that I can. Our community needs more people like Mr. Shan and I hope our younger and older generation follows his footsteps, and then our community will be on the right track.

Kos sara hidup

Tajuk : Reducing costs and encouraging usage of pubic facilities

Tajuk : Industries
1. More industries should be based in the East Coast to generate revenue and increase employment opportunities. Every state should be an industrial hub to encourage foreign investment.

1. Students with excellent academic results in SPM/STPM be given priority for placement in IPTAs in their chosen field / critical fields

1.  SOS phone is all locations, direct dial to emergency line and triggered to the nearest police station.
2. Mobile App Alert to PDRM to all ensure tracking and safety of citizens and vehicles all over the nation.
3.  Increase CCTVs in all main roads and traffic areas and as well at housing areas.
4.  Ensure all borders are protected by royal military to ensure no terrorism including water entry to the country. 
5. All entries to the country must use bio metric system applicable to all tourists and as well workers with verified address to ensure safety and to counter terrorism.
6. Increase police force by recruiting and sponsoring students in fields of Cyber Crime, Criminology, Criminal Psychology and Forensic Investigation to create high rank professionals in PDRM and Military Forces.

Belia & sukan

Tajuk :
1.  Start a National Sports Academy involving all kind of sports and training of SPM/STPM students who will be eligible to apply with minimum District level participations record.

2. 3 years of preferred sports course according to the entry sports qualifications and the all students will graduates with Sports related Diploma/Degree and the outstanding students  will continue with level 2 National Level Entry to be a part of National Team, this includes OKU. This is to be implemented as new IPTA in the country (National Sports Academy Malaysia) under KPM and KBS.

 
3. Youths to be trained under Skills Malaysia and be taken into account for apprentice program under GLCs like Petronas, TNB, Telekom, KTM, MRT, LRT, MAS, PROTON, DRB etc and other skills based industries in Malaysia to ensure trained youths are well versed and given and opportunities for honing their skills with hands on training .


Below is a summary on areas that we suggested which was included in the budget.
Economy Development
Industries

Suggestion: More industries should be based in the East Coast to generate revenue and increase employment opportunities. Every state should be an industrial hub to encourage foreign investment.
Budget 2017: OSRAM has announced an investment worth EUR1 billion or equivalent to nearly RM5 billion. This LED plant investment in Kulim, Kedah will be the largest and the latest in the world.
SME
Suggestion: 1. More support in terms of finance and training to be given to SMEs
Budget 2017: For export promotion programmes to local SMEs by MATRADE, MIDA and SME Corp, a sum of RM130 million is provided through National Export Promotion Funds. 192.
Loan financing totalling RM200 million and insurance credit facilities with coverage valued up to RM1 billion will be provided by EXIM Bank to SMEs.
Year 2017 will be the Startup & SME Promotion Year in line with the role of SMEs in significantly contributing to nation’s growth and labour market. To promote the development of SMEs, the Government will allocate a total of RM75 million to implement programmes under SME Master Plan.
Guarantee up to RM15 billion is provided under the various schemes of Syarikat Jaminan Pembiayaan Perniagaan (SJPP) to be extended till 2025. To boost export-oriented SMEs, the Government will provide 2% rebate on interest rates charged to SME borrowers under SJPP scheme. This rebate is limited to a total accumulated funding of RM1 billion which involves an allocation of RM100 million for a period of five years.
Reduction of corporate income tax for SMEs. SME tax rate on chargeable income up to the first RM500, 000 is reduced from 19% to 18%.

Budget 2017: To enhance connectivity of villages, towns and cities, a total of 616 kilometres of village roads and bridges will be built and upgraded with an allocation of RM1.2 billion; To enhance connectivity of villages, towns and cities, a total of 616 kilometres of village roads and bridges will be built and upgraded with an allocation of RM1.2 billion.
Government is also committed to upgrade public transport in rural areas through implementation of the new East Coast Rail Line project connecting Klang Valley to the East Coast, Accelerating the implementation of Pan Borneo Highway in Sabah and Sarawak, sum of RM100 million allocated to restore the East Coast railway line along Gua Musang – Tumpat that was destroyed during flood, increase the trip frequency of ETS for the Johor Bahru – Padang Besar route which involves procurement of nine train sets till 2019. In addition, 10 more new train sets will be purchased in stages up to 2019, with an overall allocation of RM1.1 billion.

Budget 2017: Implementation of a new National Blue Ocean Strategy (NBOS) initiative (My Beautiful New Home) especially for the B40 throughout the country with an allocation of RM200 million. Total of 5,000 units will be built initially with prices ranging from RM40, 000 to RM50, 000 per unit. Government will finance RM20, 000, while the remaining will be paid as instalments by each owner. These houses will be built on their own land; land permitted by the landowner; and land awarded by state governments.
The Ministry of Urban Wellbeing, Housing and Local Government (KPKT) will build 9,850 houses under People’s Housing Programme (PPR) with the allocation of RM134 million in 2017.
Total of 11,250 PPR houses are being built with an allocation of RM576 million. These PPR houses will be sold between RM35, 000 and RM42, 000, even though the actual construction cost is between RM120, 000 and RM160, 000.
To enhance first home buyers’ affordability, the Government will introduce the following concepts; First Concept: Through NBOS, provide Government’s vacant lands at strategic locations to GLCs and Perumahan Rakyat 1Malaysia (PR1MA) to build more than 30,000 houses with the selling price ranging between RM150,000 and RM300,000. Second Concept: To build around 10,000 houses in urban areas for rental to eligible youths with permanent job including young graduates entering labour market. They may rent up to a maximum five years, at a lower than the market rate, while they strengthen their financial position to own a house; and Third Concept: To build 5,000 units of People’s Friendly Home (PMR), with the Government subsidising up to RM20,000 per unit. RM200 million will be allocated to Syarikat Perumahan Negara Berhad (SPNB).
New special “step-up” end-financing scheme for the PR1MA program. Financing will be easier and more accessible to the buyers with total loan up to 90% to 100% with loan rejection rate to be reduced drastically. Application process for this scheme will be implemented effective 1 January 2017. This scheme is collaboration among the Government, Bank Negara Malaysia (BNM), Employees Provident Fund (EPF) as well as four local banks, namely, Maybank, CIMB, RHB and AmBank.
Belia & Sukan
Suggestion: 1. More focus and allocation to be given to develop OKUs in Malaysia in terms of education, sports and working. 2. Start a National Sports Academy involving all kind of sports and training of SPM/STPM students who will be eligible to apply with minimum District level participations record.
Budget 2017 : Several sports development programmes will be implemented; First: A sum of RM50 million is allocated for the construction of Football Academy Phase II in Gambang, Pahang; Second: A sum of RM122 million is allocated for constructing and upgrading sports facilities including States Youth and Sports Complex, 1Malaysia Futsal Complex and Community Sports Complex; Third: A sum of RM70 million is allocated to continue the Elite Sports Podium Development Programme to prepare our elite athletes for international sports events; and Fourth: A sum of RM54 million is allocated to continue Sportsmen Development Programmes including Athlete Preparation Programme and Paralympic Athlete Preparation Programme.

School children from poor families
Suggestion: 1. Students from poor families be given schooling allowance for transport and school fees.
Budget 2017: To support parents in reducing children schooling expenses, the Government will continue to implement the following programmes; First: Provide Schooling Assistance Programme of RM100 each to students from families earning up to RM3, 000. The Programme will benefit 3.5 million students; Second: Allocate RM1.1 billion for Hostel Meal Assistance Programme for 365,000 students; Third: Allocate RM300 million for 1Malaysia Supplementary Food Programme for primary school students; Fourth: Provide RM1.1 billion to include Additional Assistance Payment for School Fees; Textbook Assistance and Per capita Grant Assistance; Fifth: Provide matching grants of up to RM50 for accumulated savings in SSPN-i. This incentive will be provided to students in Year 1 in fully-assisted government schools; Sixth: Provide Special Needs Student Allowance of RM150 monthly, involving 67,000 students as well as replace buses for 21 special education schools.
PTPTN / Student Loans
Suggestion: 1. PTPTN debtors who are good paymasters and those wishing to make lump sum settlement payment be given a rebate/reduction in total sum payable.
Budget 2017: In an effort to encourage repayments of PTPTN loans, the following incentives will be given; First: 15% discount on the outstanding debt for full settlement; Second: 10% discount for payment of at least 50% of the outstanding debt made in a single payment; and Third: 10% discount for repayment through salary deduction or direct debit in accordance with the repayment schedule.
Kebajikan Sosial
Suggestion: 1. More focus and allocation to be given to develop OKUs in Malaysia in terms of education, sports and working.
Budget 2017: A sum of RM535 million is provided to the persons with disabilities (PWDs), including employee allowance, disabled children training allowance and assistance for PWDs who are unable to work. This assistance programme will benefit nearly 150,000 PWDs.
Other notable points in Budget 2017 include:-
• RM6.8billion allocation for BR1M which will benefit 7million recipients
• Personal income tax relief (Lifestyle Tax, Breastfeeding Tax and Early Education Tax)
• Leave for public servants : fully paid study leave with Scholarship for Management and Professional Group

Overall, we are impressed by our Prime Minister's concept for this 2017 budget which is public happiness which shows in this budget where allocations have been made for initiatives meant to increase our quality of life.
As a country which is progressing steadily, We believe there is always room for improvement in the coming budgets to cater for this continuous growth. Each and every one of us should be proactive and play our role to help better our country. We will strive to continue playing our part to highlight to the government in areas which we feel can be further improved, which includes IPTA placement, job placement for graduates, more support for OKU & senior citizens and animal welfare and in addition to giving our full support to all initiatives undertaken by the government.
We look forward to the implementation of the initiatives mentioned in the budget which will definitely help in the growth of our country and improve the quality of life of its citizens.
